Minutes of NSI Mid Executive Committee Meeting, JP Palace Hotel Agra 26-27th May, 2007

The meeting was called to order by the President. Secretary's report was read by Prof. B.S. Sharma and following decisions were taken:
 
 
EC/May 07/01 A
The office space for NSI at Mata Chanan Devi Hospital was accepted. This will also have one guest room for use of NSI Members once the office is shifted into new building. Dr. Ravi will shift archive photograph etc to this office.
   
EC/May 07/01 B
The curriculum for M.Ch. Neurosurgery was discussed. Some minor changes were suggested in the draft circulated. The draft will be rediscussed. For neurology Dr. Kalyan Bhattacharya was nominated as Convenor. He was advised that by 31st July, 2007 he should finalize the curriculum in consultation / meetings with 2-3 senior neurologists of the country.
   
EC/May 07/01 C
Dr. Ganapthy will follow up the progress in the Ramamurthi oration to be delivered by
Shri N. Ram.Both Neurology and Neurosurgery symposium arrangements are progressing well to the satisfaction of Executive Committee. Publication of Orations in the Journal Neurology India / CME book was discussed and it was decided to leave it as it is, at present.
   
EC/May 07/01 D

There were three bids for hosting NSI annual conference in 2008 and bid from AFMC Pune, signed by Dr. Sahoo and Dr. Gorothi was accepted. It was also decided that the CME book charges will be 250/- per delegate from 2008.

   
EC/May 07/01 E Two Bids for Australio-Asian Congress 2011 were discussed and Dr. Atul Goel was accepted as Organising Chairman for the Conference in Delhi.
   
EC/May 07/01 F
It was decided to publish plateform presentations for the Annual NSI conference in a"supple- ment issue" of "Neurology India". The expenses will be born equally (50%) each by Organising Secretary and the Treasurer NSI. The approximate Cost of publication was projected as 75000/- - 1,00,000/-
   
EC/May 07/01 G
A sum of Rs. 10,000/- was granted to be paid to CA in Bombay through Dr. Deopujari who worked for getting IT exemption work for NSI
   
EC/May 07/01
H Dr. Deopujari's proposal of necessity of serving one term in EC to be eligible for the post of Secretary NSI was discussed and most of the EC members did not agree to the proposal.
   
EC/May 07/02
The Treasurer's report was presented by Dr. Ravi Ramamurthi. The report proposed by Dr. Rajshekahr and seconded by Dr. Bhattacharya was accepted. The issue of investing NSI funds in low risk mutual funds was discussed and treasurer was asked to explore this avenue in consultation with his CA to maximize the gain. The Treasure informed that NSI has got 100% income tax exemption till 2009. It was decided that an appeal should be made increase the donation to the society.
   
EC/May 07/03
The CME Convenor's Report presented by Dr. Rajshekhar was accepted. It was proposed by Dr. Ganapathy and Seconded by Dr. Atul Goel. It was decided to charge Rs. 250/- per CME book from 2008. Dr. Rajshekhar and Dr. Bhattacharya informed that the topics would be Neurovascular and Neuroncology for Neurosurgery and stroke and movement disorders for Neurology.
   
EC/May 07/04
Editor's Report was presented by Dr. Atul Goel. He informed that a supplement on fungal infections of CNS is to be published in June/July, 2007. The report was accepted proposed by Dr. Rajshekhar and Seconded by Dr. Deopujari.
   
EC/May 07/05

Dr. Deopujari suggested to reduce registration fee for conference in order to increase the attendance in NSI meetings which was not agreed upon. He also suggested that the attendance of a conference should be made compulsory at least once in three years to become EC member. The EC suggested that he may bring a constitutional amendment.

   
EC/May 07/06
Dr. V. Rajshekar proposed to include "disclosure of conflict of interest" by authors in Neurology India / presentation of papers in NSI meetings. The EC agreed to include it. It was also decided that the issue of taking favours from any medical company individually should bediscourage. Dr. V.S. Mehta suggested to include as "an appeal" in the newsletter and at conference venue in this regard. (Dr. Ganapathy will draft the appeal & circulate to all executive members for any suggestions).
   
EC/May 07/07
Dr. Mehta proposed to include a public lecture during NSI meeting to increase awareness about Neurological / Neurosurgical diseases. Dr. Atul Goel was concerned that this may become a commercial enterprise. Dr. Rajshekhar suggested that a panel rather than a single speaker might mitigate Dr. Goel's concern. Dr. Deopujari suggested that educational leaflets sponsored by NSI may be one way in this direction. EC felt that it was good idea to start this project of distributing leaflets on particular disease celebration days under the NSI banners on following days.
 
  1. Parkinson day - 11th April
  2. Strok Day - 24th June
  3. Alzheimer's day - 21st September
  4. Trauma day - 16th October
  5. Epilepsy day - 11 November
  Dr. Ravi offered to distribute epilepsy leaflets which he already has on epilepsy day.
   
EC/May 07/08 The issue of starting Bisaria oration was discussed Dr. Ganapathy and Dr. Ravi Ramamurthi mentioned that there are too many orations and no new oration should be startedHowever, a prize may be announced in (Bisaria's name).
 
EC/May 07/09
Legal issues raised by Dr. S.N. Mathuriya that Neurosurgery Senior resident with exposure of ½ years in Neurosurgery can deal patients independently was put forward. However, the EC need not indicate its position on this issue.
   
EC/May 07/10

NSI decided to support Dr. B.K. Misra's candidature for assistant secretary of WFNS and Dr. Ganapathy to be nominated for Second vice president of Asia Australian region. Committee discussed the issue of combined meetings with ANS/CNS/German societies with NSI and Dr. B.K. Misra was assigned to explore the possibilities and to present full details in the December meeting.

   
EC/May 07/11 The points concerning NSI election raised by Dr. Ramesh Chandra were discussed and it was decided that:
  • Electronic voting is not feasible at present.
  • All the ballot peppers should be sent by Registered Post.
  • Appointment of regional assistant returning officers in each state was not accepted.
  • Increase of time gap between issuance and return of ballot paper is not required as there is already enough time gap.
EC/May 07/12

Publication of a book on "Neurology and Neurosurgery" raised by Dr. Narayan Swami was discussed and most members felt that NSI will not be able to handle this. He was asked to come back with specific proposal.

   
EC/May 07/13
Support for WFNS meeting 2013 at Singapore. Dr. Ganapathy felt that it may be better idea not to support any single country. Those who will be attending shall decide according to the presentation by the bidders.
   

EC/May 07/14

The issue of travel and other expenses of invited non member speakers, orators, guest speakers was discussed and it was decided that no travel cost will be met by NSI. However, registration fee may be waived off and local hospitality may be provided by the Org. Secretary.

Aited statement of Madurai NSI Conference is not received so far and Dr. Ravi Ramamurthi will follow it up. The next EC Meeting will be held on 15th December, 2007 at JP Palace Hotel, Agra.The meeting was concluded with thanks to the chair.
